Chia: Address root causes of terrorism
BY LOURDES CHARLESBANGKOK: The fight against terrorism cannot succeed through the enforcement of law and arms alone, says Deputy Internal Security Minister Chia Kwang Chye.
He said Malaysia believed that to win the war against terrorism, all countries must exert genuine effort besides demonstrating good faith in addressing the root causes of terrorism.
We must promote dialogue and rid ourselves of prejudices triggered by the Sept 11 incident.
We play into the hands of terrorists if we prosecute a war against religion. Terrorists are always inspired by political motives and not religion, he said at the 11th United Nations Congress on Crime Prevention and Criminal Justice here.
More than 3,000 delegates, including law enforcement officers, government officials and non-governmental organisation members from over 130 countries are attending the eight-day congress.

He said the advent of information and communication technology allowed for the discreet extraction of essential data which the criminals could use to threaten any government, security agency and financial system.
He said the union of transnational organised crimes and terrorism was an inevitable phenomenon.
Terrorists need financial resources to purchase weapons, recruit members and facilitate their movement, he said.
He added that terrorist organisations provided full security support to drug cartels in return for financial assistance.
Chia said Malaysia had taken the necessary steps, including implementing the Anti-Money Laundering Act 2001, to deter the financing of terrorism.
He said Malaysia condemned any form of international terrorist activities in defiance of the UN charter.
